These are the people that have no business owning firearms. Plus, if you know ANYTHING about BP vests, they only stop small caliber rounds. .223 can go through a few of these.

You must mean handgun rounds. .223 is a 'small caliber' round. Ballistic vests are rated by the NIJ by Protection Level. Knowing a vest's Level is important.
