It almost looks to me like the plan was to use some "poker" to eject rounds - the way the ERH hole was opened in the frame makes using a brass rod or something possible to poke the rounds out. Workable maybe but not my cup of tea.

You're probably right. Kind of a shortcut to removing it completely and re-contouring that side of the frame to match the other side like a real sheriffs model. Can still be done right of course.

Is it flexible sanding wheels with applied grit that gets past that nasty finish? I called the shop today and offered $130, they wouldn't come down THAT far but they sound like they would come down quite a bit...

In my market everything is expensive (CA coastal), so I'm certainly hard pressed to find a "deal" compared to the rest of the country.
