About two years ago i purchased a ruger mini 14 tactical from a local gun shop that serviced the local police and swat departments. When they upgraded their weapons the store owner would buy them back and sell them. So of course there is a serial number on it which i can look up but there is also a number under a statement on the side that reads restricted law enforcement/Govt use only 91494, is that just a code from ruger to designate the type of usage or another serial number for date of manufacter?

krob09, On 9/13/94, Bill Clinton signed the Federal Assault Weapons Ban law and it went into effect the very next day. During the ban, there were several attributes that defined an assault rifle ... a bayonet lug, a flash suppressor, or a magazine with over a 10 round capacity. Any weapon made during the Clinton AWB had to be marked "RESTRICTED LAW ENFORCEMENT / GOVT USE ONLY 91494". 20 round magazines were also marked the same. The standard Mini-14/5 was still legal for civilians but the Government Ban model Mini-14/20GB was restricted. The AWB law "sunset" on 9/13/2004 and so far it has not been reinstated so it is now legal for civilians to own a "GB".

Today, people call all Mini-14s equipped with a bayonet lug and flash suppressor a "GB", however only those produced during the ban that were actually marked like yours are true GBs. The Blue Book of Gun Values shows the Mini-14/20GB double the value of a conventional Mini-14. To get full value, the gun must be marked like yours, must include a 20 round magazine with the "restricted" marking, and still have the bayonet lug and flash suppressor. True GBs were available in blued and stainless plus there were at least 3 different stocks.

So to answer your question ... 91494 is the date when the AWB started.

Unhappy 91494 the day the fun ended!

In states like mine(Mass. ) and NY ,NJ, Ct the AWB NEVER went away......still have the ban today. no folding stocks, bayonet lugs, mags over 10 rounds.
I wish i could get a Pre-ban mini14!!!!!!!!!

Nice pickup here in occupied america ie nj we cannot own 20 round mags.

Not sure about the Pre-ban Mini 14s but one of our bigger stores in CT. sells pre-ban AR15s. Of course you need to bring a big wheellbarrow full of cash to buy one.

I am curious about this as my Mini was made in 1996 and has a pinned flash suppressor. It is not marked le/govt use only. it also has a Butler Creek folding stock and came with a 30 round Ruger magazine.

mrmike7189, The OPs rifle is not a pre-ban ... it's a "during ban".

thorgodofthunder, Ruger made a lot of variations in the Mini-14 ... mostly stocks. Only 20 round magazines were supplied with the restricted markings. True GBs also had a bayonet lug. So ... yours may have just been a normal model from a local law enforcement agency ... not Federal. 30 round magazines were legal after the ban was lifted. So ... your Mini is NOT a GB model, even though it was made during the ban. FYI Ruger Mini-14s were not on the list of banned assault weapons so they were in continuous production before, during, and after the 10 year Assault Rifle Ban.

Iowegan, so am I correct in assuming the 181-series Mini (1977 production) with flash hider and bayo lug that I've have since 1980 is not, technically, a GB?

What a downer!!!
