Rubble will become famous soon enough
Call Ruger, they tend to know something about that type of revolver.

One word "UTUBE"
I was just like you and would not have been able to work on any of my guns. Utube has changed that. Now I can disassemble reassemble all my guns and have done many upgrades. Take your time and keep the video close.

I know this an old thread but I am experiencing the same issue. Did you ever find out what was causing the issue?

Welcome to the Forum Matt
With the Hammer down, I'm guessing you can rotate the Cylinder in either direction
With the Hammer cocked, I'll bet you CAN turn the Cylinder Conter-Clockwise, but not Clockwise
If you can't turn the Cylinder Clockwise, you're turning it against the Pawl, so the Pawl isn't the issue
I'll bet your Cylinder Latch isn't coming through the Frame
Either it's cruded up and not returning to its lock-up position or some-other issue causing it not to raise up though the Frame
Pull the Trigger Group and check the Cylinder Latch, its Notch and Spring
