Yes, both of these do serve the same function. Also, as the others mentioned the newer model 10/22 does come with a "extended" mag release. However, it isn't the most comfortable and still quite short for most...
If you are going to spend the $34.99 for the Tactical Solutions release I would recommend you go this route:
As it is interchangeable between the extended lever to the speed lever with a simple set screw. I have this exact one on my 10/22 and wouldn't change it for the world.
I put the T-3 extended mag release on to make room for the wider magazines I use on my 10-22 M-1 carbine. It takes a little to get used to when switching 10-22s.
Just saw the PWS T3 extended mag release and the shape mimics the shape of my old style release: flat at tip that extended into trigger area, but 1/4" down, extends/widens laterally. Other brands remain flat all the way with no lateral projection. Not sure about the lever, would prefer a more classic look on my wood checkered Sporter model 1022. But beggers can't be choosers. Would include photo of this but have trouble sending photos on this blog. Need way of including photos from my iMac and not a HTTP/URL site.
