Picking them up, I was surprised to find they were CCI. I assumed someone had some firing pin issues.
I have a rimfire case gauge, and I use it to sort by rim size. It shrinks groups dramatically with the cheaper stuff. Using it on several brands, I find that CCI actually has the least rim thickness, and for non-premium target ammo, is one of the most uniform. Strangely, all of my rimfire rifles, a 7/22VBZ, a plain vanilla 10/22, a rebarreled target 10/22, and my daughters 10/22 Compact, all shoot the best with the thinnest rims. Oddly, I have the most failures with the thickest rims. No matter what the brand.
I would disassemble the bolt, and polish the firing pin surfaces, then clean up/polish the working surfaces on the hammer. If you have a low strike force, even the ones that go off will demonstrate lower velocity and less energy. You can find it on the chronograph.
Honestly, I doubt it's the ammo.

I have a S&W M651 .22 mag revolver. Finding that 40% of CCI Magnums failed to fire, even tho it looked like a good strike, I wondered why.
So, to get back to the topic, I took my Dremel with a cut-off disk and sectioned the rim half way into the strike indent. And found that the rim was not completely crushed.
Then I put in a heavier hammer spring and now get 100% to fire. Again with the Dremel, I sectioned again and now found that the rim was complete crushed.
This is something you may want to try. Section a fired strike indent and see if it's fully crushed.....

I finally got to a range yesterday to try the new extractor and it's a miracle...only one stovepipe the whole day, and that was after about 300 rounds. It even fed the Federal Bulk ammo...this gun hated Federal. Something else tried was I received a sample of some Mil-Comm TW25B gun grease. I put a thin layer on the wear patterns on the bolt and on the inside of the receiver. Slicked it up real good. This may also have help with the short cycling on the bolt. I'll have to buy a tube of this an try it on my other guns.
The only problem I have not is I guess some oil got down to the safety and sometime is slide to ON while shooting. Guess I'll have to tear down the trigger assembly when I clean the gun today.
Here are some targets I shot today getting my scope zeroed. All shots taken at 25 yards using elbows. Two fellows were there also and one brought a big plastic bag of apples from his yard that we all shot at. It was a blast making applesauce.

I've shot CCI for years and it seems to be the most consistent ammo I've found. I've ran thru 3 or 4 boxes of their AR ammo in the last year and 2 of my 10/22's really like it both for accuracy and function. No misfires or any other problem. I've used mini mags and CCI std velocity in past years and it's all worked well.
I hope their quality isn't going to slide like some of the others.
I used the AR in 2 Std 22's for CMP rimfire sporter and it'll shoot all 10's if you can do it. Really like it.

When I started shooting the 10/22 I was using CCI Blazers 40gr lsn (bulk). I have had no problems (60 rds). When I changed over to Remington ThunderBolts 40gr lsn (bulk) it was a different story(40rds). At 50 yds it was between 1" to 2" down and very dirty.

I have gone out shooting almost every other day to see how the new extractor is working and this gun is now cycling everything that is feed. The box of CCI's work flawlessly. Changing the extractor did the trick. I must had put 500 rounds through it this morning shooting Remington Golden bullets, Federal Bulk, CCI Mini mags, Winchester Super X, and some Remington Vipers. I got the BX-25 mag and a Butler Creek speed loader, so it did not take long. I also just started using Frog Lube. I'm really impressed with this stuff. It slicked the action up better than the gun grease I was using before.

I just got a TD, 10 rotary mags and 4 BX25 mags. Took it out last weekend and fired off 100 rnds of Win Super X and 100 rnds of Fed AE divided equally across my mags. Zero problems. Went out this morning with all my mags loaded with CCI Velocitors.
Zero problems with rotary mags. BX25's had 3 mags with so many FTFs I would switch mags. One BX 25 mag worked perfectly. I noticed in the rounds in the mags that failed some had a small dent in the side. A couple of times a round would get jammed up and the bullet would be bent over. Never had any problems with any other 22s I've used CCI in but I have never used Velocitors before. Going to open my mags up and see what I see, then clean them and see what happens.

No question if your gun is clean...especially the bolt under/around the extractor...and you have not gotten an aftermarket extractor...do it now...best $12 I have spent on this 10/22 by a long shot...
From the day I got it a dozen years ago it stove piped every other or every third round with all ammo including mini-mags...sat in the closet for over a decade because of it...problem solved...
Since I replaced mine...I had my first stove pipe last time out...it fired way over 2,000 maybe 3,000 rounds without a stove pipe before that...and it was hot and dirty last week when it did stove pipe...and that was with bulk ammo...
