I'd love to have a 10/22 SBR, unfortunately they are a no go in Illinois

Be absolutely positive about what has been stated here relating to not doing any of the shortening or buying a short barrel (less than 16.0 inches). Also, when you get your tax stamp, we advise everyone who does this through our shop- go immediately to Kinko's or some other good copy shop and have a reduced in size to fit your wallet- color print- both sides. Carry this card- guard the original like a bad dog because the ATF won't even smile as they take you away if you disregard this law. Do not let this weapon out of your possession. I got this info directly from the ATF officer at my kitchen table. Just having the requisite pieces to assemble an SBR means, to them, that you, in fact, have an SBR. The same rules apply to surpressors. Be safe, pay the infernal tax, wait the three to six months and then go play.

It would seem to me that if you owned a charger receiver you could have whatever barrel and stock combination you wanted...
So if you had a 10/22 rifle AND a 10/22 charger could you then have extra barrels for the 10/22 charger without worrying about them saying you COULD use the charger barrel on a carbine gun...
Also...can you put a rifle stock on a charger...
It seem stupid to me not to be able to...but then what about any of their rules is not stupid...rhetorical question...
I have one more question... if having the charger makes it all legal (except for putting the charger barrel on the carbine) then wouldn't it make the most sense to get a charger instead of paying the tax etc...then that money went into another gun...you have two guns now...and one with the short barrel you like...

If you do then it makes it a rifle and if the barrel is too short then you are in trouble. Two rules to remember: (1) no shoulder stock on a pistol, (2) it must be able to shoot one-handed.
I made a Charger Mare's Leg and it can still be shot one-handed even though I normally use two. But I normally shoot all my pistols using two hands.
