am i smoking something to think that i could track down an old 10/22 i used to have if i knew the serial number and some other details like where it was sold at, etc.?

It's a needle in a haystack. It's tough for the ATF or FBI to do. You would be spinning your wheels unless you sold it to a friend, and he sold it to a friend, and everyone is still in touch. Just go buy one. Short answer: You're smoking something.

I guess the obvious question is why? Sentimentality is different to different people, but for a run of the mill 10/22? If gifted by a family member, I guess I could see it........

But to answer your original question, I would say the chances are slim to none

The key word is "if" I knew the serial #. Yes you would have a chance of finding at least the receiver.

you could contact the ATF

local police or law enforcement about tracing it if you have the S/N.

but about the only thing they could tell you, if they would/could, would be whether it is on the "Stolen or missing firearms" list. odds are they will NOT co operate, though.

recovered/confiscated firearms are normally destroyed if not claimed within a given time period.

the fees and hassle you'll go thru would, most likely, be more than just purchasing a new one. i had a friend who finally gave up trying to recover his fine Beretta 22 semi auto pistol police confiscated from his son under nefarious conditions the son caused; the legal fees cost more than a new pistol.

Welcome from New jersey. Learn and enjoy. the only thing you could do is post the serial number on a forum and hope forthe best.But since many states do not require registration on private sales the current owner may not know the serial number.
