A rifle barrel must be at least 16" long in order to comply with the NFA.
It is possible that you could shorten the barrel to less than 16" and permanently WELD a muzzle brake in place to make it a 16" barrel but you're playing with a federal felony in the process. Particularly between the time you cut the barrel and weld the new extension on. I wouldn't advise doing it.
If you try to screw a muzzle brake onto a short barrel and claim it's a 16" barrel I can just about guarantee a federal felony charge - DON'T DO IT !
