Rocker I would save up a little more cash and by the rifle NEW!!! Yep, we went through that Ruger Mini-14 issue with accuracy a few years ago. I took both our stainless mini-14's to the gunsmith and he stated it would cost at least $900 additional dollars each rifle, inorder for them to shoot 1 inch groups. We got rid of both those rifles, they shot 4 inches at 100 yards from the bench with a 3 x 9 Leupold scope on top. NO DICE!!! Color them gone OK. I also tried reloading for both those rifles but NO CIGAR!!! I think they both had a barrel issue myself.
Now I did recently purchase a new RUGER MINI-14 per the advice of a friend of mine in the military and from reading the reports of those "new Ruger mini-14's the army was testing. Soldier Of Fortune magazine ran a test on these Ruger Mini's and they shot well under 3 inch groups at 100 yards. I do believe the article said something like 2.45 inch groups with military ammo.
I took our new Ruger mini-14 to the gunclub and shot factory ammo through the rifle. I got anywhere from 2.25 inch groups to 3.35 inch groups depending on the ammo shot. I do believe one could handload for this rifle and make it a 1.5 inch shooter from the bench.
In any event, those new Rugers are a much more accurate rifle than any of those older ones. The Army Special Forces is supposed to be going to use them for service work in the 6.8 caliber.
