hard extraction

Recently bought a new Blackhawk 30 carbine to sidekick with my favored range and ranch M1's. Love the gun, easy shooting and quite accurate. Some factory loads were hard to extract. No problem with my handloads however. Bright light inspection shows concentric rings in the chambers. My other Ruger and Smith revolvers have bright shiny chambers with no rings whatever. What is the fix? Felt bob on dremel with rouge? Send it back to Ruger sayin' , " ya'll forgot to finish this dog". Wanting some help from someone who has dealt with this before.

I had one really tight hole on my Blackhawk 327 FM when NIB. .

It looked the same as the others. So I dont know what the issue.
Dremmel polished it out.
