An update on this bill...

SB299 will be headed to Gov. Perry's desk.

No doubt he will sign it. I have mad props for Perry as far as his gun stances are concerned but nothing but scorn for his public education policy...it has made my job as a teacher increasingly difficult.

That said, when this bill is signed, I can begin to carry my P95 in an OWB or shoulder holster and not have to worry about intentional display if it prints or my shirt rides up and you see the bottom of my holster.

Now, if the next session we could get open carry passed I would be thrilled to death.

It was on the docket this time. Until some so called "supporters" supposedly got down right nasty and rude in their communications to the reps and senators. It then lost the support of the legislative leadership.

SB 864 reducing the classroom hours from 10 to 12 hrs to 4 to 6hrs is also awaiting the governors signature.

I see my tac holster getting a work out. My iwb rubs holes in my pants. Might try a cross draw @ 8 or 9.
What were getting is almost open carry.

I am not so sure this bill does all that much...at least from what I read. It first seemed like it would make something between concealed and open carry "legal" but it seems to have gotten watered down a bit. I suppose I need to see the final version without the redactions and read it again.

SB864 should be a nice and welcome change...looks like it will go into effect on 9-1-13 if Uncle Rick signs it and I cant imagine why he wouldnt.

SB299 really doesn't change much. It seems to be an effort to clarify the intent of the existing law. Contrary to what many of my fellow Texans seem to believe, "printing" or even the accidental display of your concealed weapon has never been against the law. The only crime is "intentionally failing to conceal." SB299 revises this to more clearly define the offense. Small steps.

I'm really kind of happy that this years open carry bill didn't get very far. That bill had too many restrictions to be a true OC law. Maybe next time they will get it right if we keep the pressure up.

I thought I'd post an update on this bill.

Yesterday Gov. Perry signed it into law to go into affect 1 Sept 2013. I'm highly in favor of this because it will make it easier for me to carry a bigger gun and still be "concealed." The law should have been written this way anyhow.

IMO, this is the next best thing to actually having open carry.

The libs would never go for this. Who would pay for their social programs if they didn't have the conservative middle class. It wouldnt take them long to fail so I guess it wouldn't matter much.

Me too. I wish it was.

Among the gun community, there is a push to make it that way. However, the open carry bill was killed in committee by the chairperson. He did not allow it to come up for a vote within the committee. If that doesn't happen here, the bill will most certainly die. There was a chance for it to be added to a bill as an amendment, but that didn't happen. I'll take the small victories as they come with the overall objective to be able to have open carry. Being that our legislature only meets once every two years unless the governor calls for an emergency session, I foresee another 2-4 years before it becomes a reality.
