Difficult to come up with an ideal solution, particularly, if you enter the water. I believe that Navy Seals carry while in the ocean but, have no idea how they deal with their weapons unless carried within a wet suit.
If you stay clear of the water, a Kahr CM/PM9, Glock 42, or Ruger LC9 in a "Smart Carry" crotch holster under loose fitting shorts style trunks would be your best bet .

It's risk vs reward. How much risk are you willing to face, for the reward?

A surfer knowingly faces the risk of being attacked by a shark, but accepts it when they surf.

Going to the beach or pool unarmed, means you are at risk if attacked. But you have to decide if you are willing to face that risk-unless you are willing to have your firearm emerged in either chlorinated or salt water for extended periods of time.

Personally I'd probably conclude that any perceived need to carry at the beach or pool is heavily outweighed by the inconvenience of doing so.

That said, a good way to go about carrying at the beach/pool might be a pocket pistol in one of those waterproof bags for smartphones, paired with a swimsuit featuring zipped pockets. It's not ideal in terms of draw-time and firepower, but it's something.

My Beretta Pico is about as hard to conceal as an iPhone. It could be carried at 12:00 even in a Speedo. For swimming, no problem; Ziploc sandwich bag. It could also be carried under a baseball cap, maybe a piece of velcro to keep it from moving around. It can go places most guns can't.

Personally I have a firearm concealed in a backpack zipper pocket. My wife and I have small children still so we rarely swim together, and if we are swimming together, we'll be at the beach with friends.
